I do understand how the "recovery phone number" is the locked phone (nice CATCH22 <img src="images/smiles/icon_wink.gif" alt="Wink" title="Wink" /> ) but the alternate e-mail should be there, at least this is what I have as option when asking for help in logging in on my gmail account:
Enter your recovery email address
Enter your recovery phone number
